Jail Operations

ROAD TO REFORM • PRIORITY 07

THE PROBLEM
A jail that is understaffed, disorderly, or poorly classified becomes more dangerous for detention officers, inmates, medical staff, and the public.

THE PLAN
• Strengthen classification, contraband control, searches, intelligence, and discipline.
• Improve staffing, supervision, training, and officer safety.
• Track assaults, use of force, PREA compliance, vacancies, overtime, and cost per inmate.
• Expand productive work, reentry, and behavior-management options where appropriate.

WHAT CHANGES ON DAY ONE
Begin a jail command, staffing, safety, contraband, classification, and cost review.

THE STANDARD
Safe. Orderly. Professional. Accountable.

Restore order, strengthen officer safety, stop contraband, improve classification, and demand professional jail management.
