Protect Children & Vulnerable Victims

ROAD TO REFORM • PRIORITY 10

THE PROBLEM
Victims in high-risk cases need specialized, trauma-informed, coordinated investigations and consistent follow-up.

THE PLAN
• Strengthen investigator training and caseload management.
• Improve coordination with prosecutors, advocacy centers, schools, medical providers, and service partners.
• Create clear victim-contact and follow-up expectations.
• Track case timeliness, referrals, warrants, and victim services.

WHAT CHANGES ON DAY ONE
Review staffing, caseloads, victim follow-up, and interagency protocols for special-victim investigations.

THE STANDARD
Victims should never have to fight the system to be heard.

Strengthen investigations involving child abuse, exploitation, domestic violence, sexual offenses, stalking, and vulnerable adults.
