THE PROBLEM
When employees believe advancement depends on politics or favoritism, morale falls and strong employees leave.

THE PLAN
• Publish promotion criteria and minimum qualifications.
• Use structured boards, scoring, performance history, and documented leadership standards.
• Reduce informal favoritism and protected positions.
• Create development plans for future supervisors and command staff.

WHAT CHANGES ON DAY ONE
Freeze non-essential command promotions until the promotion and selection process is reviewed for fairness and transparency.

THE STANDARD
Leadership is earned, not protected.

Promotions and opportunities should be earned through performance, leadership, experience, integrity, and service.
