Gangs, Drugs & Organized Crime

ROAD TO REFORM • PRIORITY 09

THE PROBLEM
Arresting only the most visible street-level offender does not dismantle the organization supplying drugs, weapons, money, or direction.

THE PLAN
• Strengthen multi-agency intelligence and case coordination.
• Target organizers, suppliers, weapons traffickers, and financial networks.
• Improve gang and jail intelligence integration.
• Use conspiracy, asset, and enterprise investigations when legally appropriate.

WHAT CHANGES ON DAY ONE
Review current task-force participation, intelligence sharing, case outcomes, and investigative priorities.

THE STANDARD
Disrupt the network, not just the symptom.

Move beyond street-level arrests and disrupt the people, money, weapons, and networks behind serious criminal activity.
