Community & Victims First

ROAD TO REFORM • PRIORITY 15

THE PROBLEM
Public trust cannot be built only during crises. Residents need access, communication, responsiveness, and visible partnership.

THE PLAN
• Strengthen neighborhood, faith, business, school, and civic engagement.
• Create clearer victim and complainant follow-up expectations.
• Expand community education and problem-solving partnerships.
• Measure service, responsiveness, and public feedback.

WHAT CHANGES ON DAY ONE
Set a community-engagement and victim-service review with clear expectations for accessibility, follow-up, and problem resolution.

THE STANDARD
Public service means being present before, during, and after the crisis.

Build relationships before emergencies happen and ensure victims receive professional communication, follow-up, respect, and support.
